A 14-day decline in virus-related hospital deaths, or fewer than five a day, averaged over three days. New York City and many other parts of the state have reached that benchmark, but Long Island and the Hudson Valley have not. A three-day rate of new hospitalizations below two per 100,000 residents a day, something that was well beyond the grasp of New York City and its suburbs on Monday. Most parts of New York have met the threshold, despite more than 9,600 coronavirus patients still being hospitalized. A weekly average of 30 virus tests per 1,000 residents a month.
