But it clearly made political sense for François Legault and his Coalition Avenir Québec (CAQ) party, which won a resounding majority victory in Monday’s election. Legault’s promise to cut immigration was far from the only reason for his victory, or even the most important. It says new immigrants will have to pass tests on French and Quebec “values” within three years or have their immigration certificates revoked. Politically, too, Quebec’s demographic importance in Canada has been shrinking for years; cutting the growth in its population will just marginalize the province even quicker.
