The president has also called upon the PRC to open its books to the Commission on Audit (COA). The PRC is what is referred to in the Geneva Convention as a National Society — a protected component of the Red Cross movement. The administration has argued that the COA may audit even nongovernmental entities, such as the PRC. Does this mean then that nongovernmental entities like the PRC could escape the COA audit entirely?
