Diokno to Congress: Respect President’s veto powerBy The Manila TimesBUDGET Secretary Benjamin Diokno has urged Congress to respect President Rodrigo Duterte’s veto power amid allegations that his department would restore the controversial P75 billion “insertion” in the 2019 budget of the Department of Public Works and Highways, which had been realigned to other projects. “Congress should respect the President’s constitutional power to veto. However, Congress may override the President’s veto by a vote of two-thirds of all members. If they are not happy with the President’s veto message, they may still override it through a vote. But Panelo agreed with Diokno that Congress should instead override any veto if they deemed it necessary.
