Labor and Employment Secretary Silvestre Bello 3rd said he had instructed the Philippine Overseas Employment Administration (POEA) to study and implement the deployment cap, particularly of HSWs or domestic helpers. “I already advised the POEA to consider lowering deployment,” he added. The labor chief added that he had also instructed the Overseas Workers Welfare Administration to extend support to the families of Dayag. In February last year, President Rodrigo Duterte ordered a total deployment ban after the discovery of the body of household worker Joanna Demafilis inside a freezer in an abandoned apartment in Kuwait.
