Duterte, who skipped the rites to rest according to Palace sources, was instead represented by his daughter Davao City Mayor Sara Duterte-Carpio. During the ceremony, Carpio read her father’s speech wherein the President recognized the successful organizing of this year’s commemoration. While in Europe, Rizal wrote about the discrimination that accompanied Spain’s colonial rule of his country.
