“That was essentially the blueprint for much of what has happened in drug education ever since,” Tupper said. The question, according to Tupper, which then begs to be asked is: what is drug prohibition meant to prevent? Educators should also be aware of the legacy of stigma, both within the educational system and in their larger communities, said Tupper. Talking about drug policy also needs to become a regular part of the educational framework, Tupper said. And educators and the educational system, he said, can be a primary agent for that change.
