Attempts by Western powers to set up an international tribunal for Syria have been blocked by Russia and China at the UN Security Council. The Syrian government denies it has used chemical weapons against its own civilians. A spokesman for Germany’s Public Prosecutor General (GBA) confirmed that the complaint had been submitted, declining to give further details. They include testimonies from 17 survivors and 50 defectors with knowledge of the Syrian government’s chemical weapons program or plans to carry out the two attacks, they say. The country’s prosecutor general has also issued an international arrest warrant for the head of the Syrian Air Force Intelligence on charges of war crimes and crimes against humanity.
