Nations not characterized by ethnic homogeneity must overcome ethnic strife by adopting institutional innovations to attain national cohesion. In constructed nations rife with poverty, political entrepreneurs can exploit ethnic cleavages and exacerbate political instability, thereby undermining social and economic development.
