Even a majority of Trump voters think that there should be a national standard to protect preexisting conditions. That’s a Catch-22 for Republicans: Making Obamacare stronger, of course, will also reinforce its popularity, since it will be a better program. Trump’s vague promise of a universally better and cheaper program was always worth a good deal of skepticism.
