Secretary of State for Culture, Media and Sport, Oliver Dowden, told talkSPORT last week that this change was a possibility. Obviously in all of this we have to be guided by scientific evidence,’ Dowden said on fans returning in December. ‘But I’m certainly making the case for fans to start coming back in a safe way as part of that process.
