Mr Steele, 56, left MI6 in 2009 before setting up private firm Orbis Business Intelligence, which has contributed to the Huawei report. Mr Steele joined MI6 after graduating from Cambridge where he was described as a ‘confirmed socialist’. Mr Steele concluded that Mr Litvinenko had been poisoned in a Kremlin-sponsored ‘hit’. Mr Steele was born in 1964 in Aden – his father was in the military – and grew up in Surrey before attending Girton College, Cambridge. Other sections of the dossier cast doubt on UK claims that the security risks of Huawei can be mitigated.
