Spending few years out of his native Liberia in the United States was not in vain for former Executive Protection Service (EPS) deputy director as he returned home with more academic accolades. In 2013, he earned his first oversea master degree in criminal justice administration with emphasis in Counter-Terrorism and Homeland Security from the Linden University in St Louis, Missouri, USA. As a former deputy director and commandant of the National Police Training Academy, Hallowanger made immense contributions to the peace and security the country enjoys today. A towering character in the security sector, the EPS and LNP training Academy were at the hype of excellence when he served there. At a crucial state of its governance process, and mainly when UNMIL is almost indisposed security-wise, Liberia will look up to the service of Mr. Hallowanger in charting a new course.
