It looks like Venezuela now has two presidents: Nicolas Maduro controls the courts, the central bank and the military. Juan Guaido controls the legislative branch, and -- it now seems -- the hearts and minds of the majority of the electorate. If the ruling Socialists United (PSUV) have nine lives, yesterday's protests marked their eighth. President Trump said yesterday that his government would recognize Guaido as the true, democratically elected leader of Venezuela. Washington has other tools in its toolkit, including the old Reagan-era Manuel Noriega strategy in Panama that includes qualifying Venezuela as a narco-state.
