Ms. Taylor said a victim of the incident didn’t appear to have been seriously injured. A Justice Department spokeswoman didn't respond to a request for comment. Joshua Stueve, a spokesman for the U.S. Attorney’s Office in the Eastern District of Virginia, declined to comment. A FBI spokeswoman referred a question to the regional office in Richmond, which did not immediately respond.
