Two years later, president Jean-Claude Juncker announced the creation of a European Defence Fund (EDF) in his 2016 State of the Union speech. In order to have access to the Fund, projects must involve at least three participants from three EU countries or associated countries. “The European Defence Fund marks a big step forward in European defense matters.
