PARIS—A gunman opened fire and killed at least two people near a Christmas market in the French city of Strasbourg, in an assault officials said was being investigated as a possible terror attack. Twelve people were wounded in the attack in the city on the Rhine River that forms France’s border with Germany, and the gunman fled the scene and remains on the run, according to a police spokeswoman.
