HÀ NỘI — Anyone found to be hanging advertising boards on trees, electric poles or traffic lights will be fined up to VNĐ10 million (US$439), five times higher than the previous regulation. Decree 28/2017, issued by the Government this month, is the amended version of decrees 131 and 158 promulgated in 2013. The latest decree stipulates that those who hang, stick or paint advertisements on electric poles, traffic lights and trees in public areas will face fines of between VNĐ5 million ($214) and VNĐ10 million ($429). Those who advertise their products or services on leaflets that can impact traffic law or social security will face similar penalties. Distributors of those leaflets will also be fined VNĐ200,000-500,000 ($9.3-23) for their actions.
