The plan is one of the clearest, and most brazen, efforts to dismantle a Democratic district to benefit Republicans. Republicans have created new maps that split Democratic voters into three heavily GOP districts where they're in the minority. These new lines would dismantle a Democratic district, helping Republicans preserve their majority in the state. About a quarter of the eligible voting population in the fifth congressional district is Black.
