Its closing marks a setback for South Korean President Moon Jae-in, who has staked his political prestige on easing tensions between the two countries. It also lessens the chance of a deal being reached between North Korea and the U.S., which also remain technically at war with each other. Before Hanoi, Moon was making plans to reopen an industrial zone near the border that would combine South Korean capital and North Korean workers to the benefit of both countries.
