WASHINGTON—As Democrats prepare to take control of the House, party leaders are wrestling with whether to push attention-grabbing votes on Medicare for All, a policy idea popular with liberal voters but more controversial in swing districts—or to focus on more modest health-care moves. A Medicare for All plan—of which there are currently eight proposals, with the boldest requiring the government to operate taxpayer-funded health care for all—is unlikely to become law, given Republicans’ enlarged majority in the Senate.
