The bill also allows the NLRB to award additional financial penalties for each violation in which a worker is wrongfully terminated -- illegal immigrants would not be excluded from this either. House Republicans also put forward a last-minute amendment that would prevent unions from contacting illegal immigrants in order to join or support the union. The bill’s vote comes amid a continuing dip in labor membership. Union membership rate fell 0.2 percentage points to 10.3 percent in 2019, the Bureau of Labor Statistics said last month.
