Recently, the lower chamber passed House Bill 9007, also known as the "Non-Combustible Nicotine Delivery Systems Regulation Act." But the House bill in question seems to dilute parts of Executive Order (EO) 106, Series of 2020. If passed as is, the House bill lowers the minimum age allowed to purchase e-cigarettes and other vaping products to 18 years old. On another point, the House bill will allow e-cigarettes and vaping products to be sold online. In defense of the House bill, Mr. Garbin said the anti-vaping fears should not prevent Congress from establishing a regulatory framework.
