Like all Legendaries, Kyogre is a top-level challenge, and you're not going to be able to solo it. Kyogre will turn even some otherwise strong Pokémon into glass cannons with its high damage, so focus on getting a lot of damage out. High damage still makes it worth it, but be careful. Exeggutor: Exeggutor has always been a relatively common high CP Pokémon, and that's why it's useful here. Kyogre combines some of the trickier parts of catching other Pokémon with the low catch rates of a Legendary.
