You can't do matchmaking specifically for side missions, so more often than not you'll be going in solo. Projects: Projects don't give you the biggest XP drop, but they're a great little source of extra income that are easy to forget about. People at settlements want things, and you're going to get a bunch of things throughout your play. They don't always award the most XP, but sometimes you can do them quickly enough to make the numbers work. The level gating in The Division 2 is not its most attractive feature, but it can be overcome with a bit of work.
