Officials urged people to evacuate parts of southern Louisiana as Hurricane Delta strengthened Thursday over the Gulf of Mexico, heading toward a section of the state still recovering from August’s Hurricane Laura. Residents of Calcasieu Parish, where Lake Charles is located, and several other parishes in south Louisiana have been told they must evacuate.
