Non-domicile drivers who won’t be affected are those with active licenses and paperwork that checks out during the audit. "We’re going as fast as we can, because we understand this is a very high priority, especially for North Dakota and the agricultural business that we’re in," Schaffer said. There weren’t any serious crashes in North Dakota, but the NDDOT's audit revealed an error in the application process. Though non-domicile licenses make up a small percentage of the total, nearly double the number of active non-domicile CDLs have expired, impacting farmers who rely on immigrant workers.
