WASHINGTON: ''The pace, the scope, the character of any discussions on Kashmir is for the two sides (India and Pakistan) to determine.'' On Tuesday, State Department spokesman Mark Toner had this to say- after the standard template- in response to a question about proposed (and rejected) talks between India and Pakistan on Kashmir and/or terrorism: ''We would encourage greater dialogue and counterterrorism cooperation between both Pakistan and India. ''Pakistani scribes ran with the story about US calling for talks on Kashmir, notwithstanding the caveat about the pace, scope, character etc. ''Pakistan is home to terrorist groups and perpetrates terror as a policy, it implicitly seemed to acknowledge. So I encourage you read the resolution before you ever make such a fool of yourself again,'' Fair said in a public humiliation of the Pakistani fellow.
