When the fire erupted in Nasiriyah late Monday, that meant no working fire extinguishers were on hand. The Interior Ministry said the fire ripped quickly through a fleet of trailers made with cheap, flammable building materials known as sandwich panels. The electricity went out. Relatives at the scene said patients died of smoke inhalation in their beds. When others were carried to waiting ambulances, they found that there were no oxygen supplies to revive them.
