But in Colorado, which legalized recreational marijuana in 2014, that scenario has not played out. The study implies that people could be using medical marijuana to treat their pain rather than opioid painkillers, or they’re taking lower doses. “Their [marijuana] lobby has grown quite a bit, and they have become increasingly sophisticated,” said Colorado state senator Pat Steadman, who was heavily involved in the implementation of Amendment 64, the measure that legalized recreational marijuana in 2014.
