This appointment was the result of a deal among Bashagha, Saleh, Haftar and their respective allies in the House. For now, the foes in the civil war appear unlikely to take up arms again, due to general war fatigue. The precarious balance between Turkey and Russia, both of which have military personnel in Libya, could be rapidly upended. As fighting in Ukraine intensifies, there is a risk of spillover that could drag Libya into a new proxy war.
