This appointment was the result of a deal among Bashagha, Saleh, Haftar and their respective allies in the House. The precarious balance between Turkey and Russia, both of which have military personnel in Libya, could be rapidly upended. As fighting in Ukraine intensifies, there is a risk of spillover that could drag Libya into a new proxy war.
