The note was prepared for Heritage Minister Steven Guilbeault in December 2020 and provides a long list of services that could come under CRTC regulation online, including Stitcher, Apple Music, NHL.TV and Audible. The Broadcasting Act ensures that broadcasters promote Canadian content and contribute to cultural funds that pay for Canadian productions, but it hasn’t been updated since 1991. Largely, the government and the bill don’t touch that question — the briefing note only lays out which services could potentially be brought under regulation by the CRTC.
