"The minute water flows through the pipeline, bringing excess water from desalination plants in the center, we can raise the level of the Sea of Galilee, and it will become an operational reservoir," he said. Israel exercises tight control over water resources in the occupied West Bank, with Palestinians granted limited access to an underground aquifer. Under the terms of a 1990s peace agreement, Israel sells water back to Palestinians, but allocations have not kept pace with population growth.
