Mr. Flug came to Washington in 1963, clerking for a federal appeals court judge after graduating from Harvard Law School. Mr. Flug’s investigations failed to unearth major controversy, or at least enough to block the appointments. “The Senate didn’t really want to go to war a second time,” said Nixon biographer John A. Farrell. Mr. Flug “started the congressional investigation of Watergate, and was the driving force behind it,” said Wides, who recalled that Mr. Flug was closely aided by investigators Walter Sheridan and Carmine Bellino. In addition to practicing law, Mr. Flug taught at Georgetown and American University and launched a Washington semester program for Harvard Law.
