The Blue Jays have added another veteran arm to their pitching staff, coming to terms with 32-year-old right-hander David Phelps late on Thursday. Phelps, who missed all of last season because of an elbow injury, signed a one-year deal for a reported $2.5 million US, plus incentives. A former starter, Phelps has spent the most recent portion of his career as a reliever and if he comes back healthy, could be an option in high-leverage situations for new Toronto manager Charlie Montoyo and pitching coach Pete Walker. Phelps most recently pitched in 2017. In that season, he posted a 3.40 ERA in 55.2 innings for the Miami Marlins and Seattle Mariners.
