In an era of deep partisan division, the Supreme Court could soon decide whether the drawing of electoral districts can be too political. The Constitution requires states to redo their political maps to reflect population changes identified in the once-a-decade census. Others say courts should step in. Wisconsin Republicans drew the maps in 2011 after they took full control of state government in the 2010 elections. Under those maps in 2012, Republicans captured 61 percent of state assembly seats while winning 48.6 percent of the statewide vote.
