President Ruto Congratulated Kalonzo, Ichung'wahWhile addressing the nation from the parliament, the head of state complimented the chairpersons of the national dialogue committee, Kalonzo and the majority leader, Kimani Ichung'wah, for chairing the bipartisan talks. "The standing orders require that the head of state in an address to parliament be heard in silence. For these reasons and out of respect for the institution of Parliament, I shall not attend the state of the nation address," he said.
