But Josephine Kabura could not produce a single receipt for the pay-outs that flowed from her fat bank accounts, ostensibly to suppliers. Among those paid by Kabura are Farouk Kibet, an aide of the Deputy President, who was given Sh1 million and later Sh500,000. But Kabura was unable to, for instance, give names of owners of quarries she claimed to have paid millions of shillings for construction materials.
