The committee was alarmed by the huge amounts of money that county bosses deduct from county allocations to contribute towards the governors kitty. "It therefore means that a law has to be in place to support any further additional funding from the county allocations," he said. Committee members said as it is now, there is no law to support the expenditure. County Public Accounts Committee said there is no law backing such expenditure.
