The report’s author, LAFD Battalion Chief Kenneth Cook, declined to endorse it because of substantial deletions that altered his findings. Moore’s remarks, on the eve of the first anniversary of the Palisades fire, were the strongest admission yet of missteps by LAFD leaders.
