PORT ARTHUR, Texas—A weakened Tropical Depression Laura dumped rain across the mid-Mississippi Valley on Friday, a day after the storm wreaked havoc on the Gulf Coast and left at least 10 people dead and hundreds of structures destroyed. There were 500,000 people without power in Louisiana and 100,000 in Texas Friday, according to poweroutage.us, which tracks outage reports from utilities.
