It's not any one thing holding up the legalization of recreational marijuana use in New York State. Another sticking point is who would be allowed to grow, process, distribute and sell marijuana and other cannabis-related products. The concepts have been submitted to the Western New York Land Conservancy, which is holding a design competition for an all-season, 1.5-mile nature trail. There were two garage fires on Cleveland Avenue, one on Highland Avenue, one off Elmwood Avenue and a fifth on Penhurst Place. The only other bidder was Buffalo developer Jim Swiezy, who owns a rival complex closer to SUNY Buffalo State.
