Indian foreign ministry spokesman Vikas Swarup also said that the arrest last month of a militant belonging to the Lashkar-e-Toiba militant group was proof. India and Pakistan both claim Kashmir in its entirety but administer it in parts. India says the man—Burhan Wani—killed in Kashmir last month was a member of the Hizbul Mujahideen, once the dominant militant group in Kashmir.
