“As appears upon the face of the [14th] Amendment, as well as from the history of the time, this was not intended to impose any new restrictions upon citizenship, or to prevent any persons from becoming citizens by the fact of birth within the United States,” the court said in U.S. vs. Wong Kim Ark. “The 14th Amendment is throughout affirmative and declaratory and intended to allay doubts and to settle controversies.”
