At the heart of the discussion was the need to approve a unified national budget, considered essential to ensuring the equitable distribution of resources and supporting development programs. The issue of a unified budget has been Libya's main political and economic sticking point for years. The Presidential Council is not recognized by the Tobruk-based parliament, which continues to support parallel structures in the country's east. Both parties also emphasized the need to create the conditions for holding national elections and strengthen coordination between institutions.
