A police officer in that city had knelt on Floyd’s neck for more than nine minutes before he died. The Dallas Morning News detailed the allegations in a report Sunday against Police Sgt. Roger Rudloff, an officer who has been disciplined in the past for use of force. The Dallas Police Association, the union that represents most officers, had no comment, a spokeswoman said Friday.
