MP Husain Dalwai introduces Bill to amend IPC to prevent hate crimes


NEW DELHI: MP Husain Dalwai of Maharashtra in the Rajya Sabha on Friday introduced a Bill seeking amendment in the Indian Penal Code , 1860, to insert two new offences: 1. Commission or provocation of offence motivated by bias against religion, caste, place of residence, choice of attire, appearance, eating habits or trade; and 2. The victim is identified on the basis of religion, caste or profession. During the debates, speakers pointed out that in the past eight years, 63 cases of mob violence were reported. "In another response in the Rajya Sabha, the minister of state for home affairs stated that they are contemplating amending IPC and have undertaken consultation with states, but states are delaying," the press release said.
