He said there are "stacks of rubbish, toilets, and rats" on the strip of land neighbouring him in Ryde Street, in the Sculcoates area of Hull, Yorkshire. This means the council itself has no jurisdiction, but the "frustrated and annoyed" man claims the owners are not interested in resolving the matter. "We are maybe going to speak to solicitors about the man who owns the land moving the rubbish.
