This proposal in Minneapolis is modeled after the bag tax enacted in California, which remains the nation’s only statewide bag tax. As with the ordinance proposed in Minneapolis, revenue from California’s bag tax does not generate revenue for government coffers or for environmental improvement projects. Instead, Golden State lawmakers designed their bag tax so all of the money is funneled into the bank accounts of retailers.
