Though the Minneapolis Police Department (MPD) did at that time allow neck restraints, the policy required “light to moderate” pressure for conscious restraints, Arradondo explained. Arradondo also said Chauvin did not follow the department’s de-escalation policy, describing Chauvin’s over nine-minute-long neck restraint of Floyd as an action that should’ve ended when Floyd “stopped resisting,” nor MPD’s policy requiring officers to aid suspects needing medical care. The other three officers at the scene—Tou Thao, Thomas Lane and J. Alexander Kueng—will stand trial separately later this year on charges of aiding and abetting second-degree murder and second-degree manslaughter.
